Summary

Responsible for establishing coordinating and maintaining a system for integrating the Corporate, Operational Planning, and Performance Monitoring processes and ensuring that the Strategic Business Plan, Operational Plans and Budgets are delivered.

About the role

KEY RESPONSIBILITIES
Managerial/Administrative Responsibility Areas
· Provides technical and administrative support in the implementation of corporate & operational planning and monitoring processes and procedures;
· Provides support to the Executive Director by liaising with Senior Managers on planning issues in order to ensure that their annual Strategic Business Plans are prepared to time and quality requirements.
· Ensures that corporate and operational plans are consistent with and contribute to wider MTE and Government priorities.
· Reviews plans to assess their alignment to key outputs and objectives; to ensure that performance targets are set and that plans are linked to budget forecast, and provides corrective advice.
· Participates in the development of Operational Plans and Budget for the Strategic Planning & Evaluation Unit.
· Supports the preparation for annual strategic planning retreats and quarterly review meetings
· Ensures that sufficient information and communication systems are in place in the Company to guide the planning process;
· Undertakes the monitoring of the performance of departments in their planning, implementation and delivery and drafts relevant reports;
· Identifies significant divergence from performance targets in plans and reports to Executive Director, while offering recommendations for improvements/alternatives.
· Works to support the achievements of the unit’s agreed performance targets;
· Represents the Strategic Planning & Evaluation Division at meetings, conferences workshops and provides reports to the Executive Director.
· Prepares Status Reports and submits for review and action.
· Provides assistance in the coordination of quarterly performance evaluations
· Collaborates with the Financial Controller to determine budgetary requirements to implement the Company’s Corporate and Operational Plans,
· Assists in monitoring the implementation of the Company’s Plans
· Assists Senior Directors and Heads of Departments in identifying problems and potential barriers to effective implementation of planned programmes and projects;

KEY COMPETENCIES
Professional/Technical Responsibility Areas
· Prepares the Operational plan for the Company and ensures integration of the planning and budget processes;
· Collects, analyzes and integrates key internal and external department information including long term strategic objectives and performance targets into a comprehensive Corporate Plan
· Acts as technical advisor to Heads of Departments in relation to preparation of Operational and Strategic Business plans by issuing guidelines to Division/Unit Heads within the Ministry;
· Provides guidance to the Senior Managers in coordinating, designing and implementing Performance Management and Evaluation System (PMES) Training programmes and seminars;
· Assists in the development of comprehensive corporate and individual business unit performance measures in order to increase organizational effectiveness
· Assist the Executive Director in ensuring the implementation of corporate and operational planning and performance monitoring processes across the Company;
· Liaises with the Cabinet Office to ensure compliance with Government of Jamaica’s PMES and operational planning and budgeting policy;
· Assists the Executive Director in ensuring that corporate and operational plans are based on key outputs and objectives, that performance targets are set and that plans are linked to budget forecasts;
· Assists the Executive Director in ensuring that corporate and operational plans are consistent with and contribute to wider Government priorities;
· Analyzes and interprets data and makes comparable analyses, in keeping with related duties.

Key Selection Criteria

MINIMUM EDUCATION AND EXPERIENCE
· BSc in Public Policy, Business or Public Management, or equivalent;
· Minimum of two (2) years’ experience in corporate planning.
